Purpose of Post:

Background

The Welsh Government is the devolved government for Wales with an annual budget of around £15 billion. It is responsible for key aspects of public life in Wales including health, education, the economy, transport, agriculture and the environment.

Welsh Ministers are supported by a workforce of more than 5,000 civil servants with offices in Wales, London, Brussels and overseas.

Led by our Chief Digital Officer, the Welsh Government is increasingly delivering more services online. The Chief Digital Officer provides a consultancy service of digital and data expertise across Welsh Government.

SHELL are responsible for overseeing higher education, further education and the wider post-16 education, training and skills sector in Wales along with the funding of approved vocational qualifications and  the development of employability policy.  They are also responsible for leading the contribution that the post-16 education and training system makes to developing highly educated and skilled people who are able to gain and retain high quality jobs that pay well and make a contribution to the wider Welsh economy and society.

 

The Role

As a Senior DevOps Developer you will participate as a member of an internal software development team to provide expert development and maintenance for in-house supported applications and reports.

Primary focus will be on coding/web development and configuration within a Microsoft Azure DevOps environment to build, test, deploy and manage applications.

You will be expected to transform technical requirements into effective systems, integrating and building software systems to enable product delivery. You must provide support to delivery teams and assist with solving complex problems.

You will be knowledgeable with all aspects of the agile delivery lifecycle to ensure a continuous provision of services are delivered.

Key tasks:

  • Apply technical knowledge to design, create, test and document new and amended programs from supplied specification in accordance with agreed standards.
  • Manage the design, delivery and support management information functions, including design, development and customisation of complex bespoke reports using multiple data sources.
  • Undertake analysis of business requirements to inform impact assessments, use cases, test scenarios, and use agile methodologies to maintain a strong focus on delivery priorities and swiftly respond to changing requirements.
  • Undertake 1st (where requirements cannot be delivered by service desk) and 2nd line support of critical applications, services, and platforms on issues as they arise within the agreed SLA’s or in conjunction with commercial partners.
  • Provide technical input for the more complex application development activities such as integration with the Azure platform, incorporating services and propose technical development protocols and standards
  • Work with stakeholders to identify and manage the adoption of best practice to deliver business change and continuous improvement initiatives in accordance with organisational standards and policies
  • Manage and undertake the unit testing of the application release cycle. Manage the testing lifecycle, in conjunction with partner organisations and policy teams, to ensure developments meet business need
  • Ensure all strands of non-functional requirements e.g. information assurance; web standards are complaint within the system.
  • Apply expert technical knowledge and contribute to the development and continual enhancement of applications, services, procedures and process, including generating and maintaining documentation.
  • Advise senior management and provide support to the Lead Developer around activities such as technical support, stakeholder engagement, delivery of continuous improvements and projects.

Competencies / Job Specific Criteria

  • Working within Microsoft Azure Cloud
  • Azure Cloud Services such as App Service, Service Bus, Key Vault, App Insights and Azure Functions

Assessment Process

Throughout the entire assessment process, candidates will be assessed against Behaviours from the Civil Service Success Profiles and the Digital Data and Technology DDaT Capability Framework. Reserve List

Unsuccessful candidates who have achieved the minimum score across the assessment, will have the opportunity to be held on a WG ‘reserve’ list for 12 months from the date of the outcomes being issued.  If additional roles become available or existing roles become vacant during this time, WG may offer the role to the highest scoring candidate on the reserve list.  If they decline, WG may offer the role to the next highest scoring candidate and so on.

Secondments

If you are already employed within the public sector, a secondment from your existing employer can be considered.

Candidates who wish to secure a secondment through this opportunity will move laterally, as such they would be able to remain on the same pay they receive from their employer. It is only in exceptional cases, e.g. where a secondment opportunity would equate to a temporary promotion in terms of pay, that there may be flexibility.

In this situation Welsh Government may be prepared for the Secondee to be paid at the minimum of the Pay Band for the Grade being appointed to, however, the Secondee’s employer would need to be in agreement with the terms of the appointment and the temporary increase in their employees pay for the period of the secondment.
