This is an exciting opportunity to join the Welsh Government’s Legislative Programme and Governance Unit (LPGU) which manages the legislative programme for Wales, a key Ministerial priority.

In order to focus on the delivery of our legislative programme and build up our legislative capacity, these roles have been created to focus primarily on the project management aspects of Bills.  Although formally located within LPGU, they will form part of a flexible resource, assigned to ‘host’ policy departments within Welsh Government to work on specific Bills. 

These roles are an excellent opportunity for individuals looking for a stretching opportunity which involves exposure to senior stakeholders, a fast-paced environment, and a role with significant impact and a wide remit. They will work on specific, time-bound Bills and provide support to a Bill Manager (G7) and Senior Responsible Owner (SRO) in delivering a Bill in accordance with the legislative timetable. 

Successful candidates will be matched into suitable roles based the information they provide within their lateral application form and, where relevant, through an informal interview process. Key tasks:

The indicative key tasks outlined below may not all necessarily be required within a single post and other tasks may also be undertaken.

Key tasks:

  • Support the Bill Manager to plan and manage delivery of the Bill within the agreed timetable, including overseeing, managing and delivering policy instructions to lawyers and drafters in the Office of the Legislative Counsel.
  • Help ensure there is a joined-up and coherent approach to the underlying ethos, policy intent and content of the Bill, through communication with policy leads, legal and other internal stakeholders;
  • Contribute to the preparation of key supporting documents, including the Explanatory Memorandum and Regulatory Impact Assessment, Integrated Impact Assessment and the Statement of Policy Intent for subordinate legislation to be made under the Bill;
  • Help prepare and implement an engagement strategy with external stakeholders during the lifetime of the Bill as well as a communications / handling strategy;
  • Contribute to the operation of appropriate Bill governance arrangements, including providing the secretariat to the Bill Project Board, identification of risks and issues impacting on delivery, progress monitoring and preparation of the RAG assessments and progress updates;
  • Input to discussions with the Wales Office and other relevant UK Government departments in securing any Minister of the Crown consents that may be required for provisions in the Bill;
  • Provide accurate briefing, advice and support to the lead Minister for the Bill, both during the preparation of the Bill and during its passage through the Senedd, working closely with relevant Special Advisors and Private Offices; and
  • Support the development of an implementation plan for the Bill.

There will be scope to develop your policy skills and to shape the thinking in a particular policy area.

  • The inward loan opportunities are only open to current Civil Servants (on a loan only basis). This opportunity is open to current civil service employees on a fixed term or permanent contract who were recruited to their current post via fair and open competition. Those on fixed term contracts can only be appointed for the remainder of their fixed term contract. Those on fixed term or permanent contracts who are not currently working in the civil service are not eligible to apply.
  • You are not expected to gain a permanent transfer across to the Welsh Government.
  • All roles are available at substantive grade and lateral transfer only. This opportunity is not available on a temporary promotion basis.
