Purpose of Post:

The Welsh Revenue Authority is looking for 2 Customer Relationship Managers, one located in North Wales and the other in South Wales to cover the entire population of Landfill Site Operators (LSO). The CRM will be the primary point of contact for the LSO to support them to pay the right tax at the right time. The jobholder will develop an effective working relationship with each of the allocated operators to support them through the registration process, their applications for reliefs, tax opinions, general queries, and filing of tax returns and claims.

The CRM will also lead the ongoing risk assessment of their LSO and any compliance activities such as enquiries under the Tax Collection and Management Act and will be a key decision maker on resolving disputes. They will use the experiences and expertise across WRA and Natural Resources Wales (NRW) to build and manage a highly effective case team approach to resolving LSO queries and managing compliance activities.

The jobholder will use this knowledge and expertise to build capability across the case teams and more widely within WRA and NRW.

The jobholder may also have a role in assisting with risk assessment and compliance activity in respect of unauthorised sites.

The jobholder will need to be flexible as the role develops and adaptable to developing priorities of WRA and NRW.

The job will require regular travel to LSO sites across the region. Therefore an ability to drive is required given the location of many sites away from easily accessible public transport links.

Key tasks:

  • The primary role of the CRM is to manage the relationship between the LSO and WRA for LDT. This role includes being responsible for:
  • Supporting the LSO with registration and applications in relation to LDT which will apply to them for the first time from 1 April 2018;
  • preparing an integrated risk assessment for the LSO and contributing to the an overarching sector risk assessment
  • sharing the WRA view of compliance with the LSO - aiming to both identify and resolve any differences of view
  • ensuring enquiries fully reflect the risks of the business
  • ensuring enquiries are carried out effectively and proportionately, making appropriate use of the range of specialist resource available across WRA and NRW
  • Building up effective working relationships with the wide range of stakeholders across WRA and NRW to provide a quality service to the LSO, and to resolve any issues and problems in the most effective way possible;
  • ensuring issues are resolved in line with WRA’s strategies and policies
  • managing responses to applications, queries and tax opinion requests from the LSO to ensure they are handled in a timely and accurate fashion

Other responsibilities could include:-

  • Providing training, advice and more generally supporting colleagues in WRA and NRW on the application of LDT;
  • Using the knowledge of the LSOs and Waste sector to feed into policy and strategy decision making by colleagues across WRA and Welsh Government
  • Providing cover when necessary for the other CRM – this may require some additional travel than is normally required.
  • Supporting colleagues in Unauthorised Site risk assessment and investigations.
  • Contributing to the development and maintenance of LDT guidance
  • Depending on workload, in future there may be opportunities to become involved in compliance work in relation to other devolved taxes, e.g. Land Transaction Tax

Development opportunities:

The post holder will manage key working relationships with landfill site operators and their representatives as well as case manage compliance work undertaken by Natural Resources Wales. While in this role the jobholder will have the opportunity to continuously develop their knowledge of the Waste Management sector, their customers (the LSOs), relevant regulations in the sector and the devolved LDT and TCMA.

1.Good knowledge and/or experience of working in either the Waste Management sector or with the Landfill disposals Tax (or other UK transactional taxes)

During the implementation stages of the Welsh Revenue Authority (WRA) the Welsh Government is recruiting to a number of posts on behalf of this new non ministerial department.
