Purpose of Post:

Cadw is the Welsh Government’s historic environment service - working for an accessible and well-protected historic environment for Wales.

We conserve Wales’s heritage to the best possible standard and help to sustain the distinctive character of Wales’s landscapes and towns. We are responsible for some of the most significant sites in the world, and we help people understand and care about their place and history – and the place of Wales in the world.

The Conservation Works Property Manager will:

Be part of a team who carry out statutory responsibilities for the conservation and maintenance of the monuments in our care.

Provide operational management of property, monument conservation and site maintenance services within the region, comprising of predominantly historic and some non- historic property, to ensure sites are safe, accessible, attractively presented to the public, and fit for purpose for all staff.

Manage multiple and often diverse works and services being delivered simultaneously within the region, and will require the ability to travel by driving a Welsh Government Works vehicle.

Be responsible for the safe and efficient management and development of conservation teams, and the supervision of allocated revenue projects in the region. You will manage the delegated budgets in the delivery of Cadw’s Facilities Management Contract, general and specialist maintenance, works and conservation programmes using Cadw’s in-house Craft Team, external contractors and consultants by specifying, planning & managing multiple small works projects and managing staff, programmes, and allocated budgets.

Key tasks:

As Conservation Works Property Manager, you will:

Assist the Senior Conservation Surveyor - South Wales in the effective and efficient management of monument conservation operations, as a Regional Manager within the South Wales Team.

Ensure effective delivery of delegated conservation and revenue programmes in conjunction with Senior Conservation Surveyor, Design Project Manager and Works Supervisor.

Be responsible for to effective delivery of response, planned and cyclical maintenance within the region, to ensure that all sites are safe, well presented, well conserved, and compliant. You will manage the Facilities Management Contract works, and the delegated revenue budget, which extends to conservation and non conservation work.

Have responsibility for effective management and deployment, of Cadwraeth Cymru, Cadw’s in-house craft team, including staff Health & Safety, performance, development, training,  and recruitment. Cadwraeth’s work requires development and implementation of annual historic masonry conservation programmes, unplanned reactive conservation, and winter maintenance to be delivered.

Manage the Conservation Works Supervisor and oversee direction and management of Cadwraeth Cyrmu to ensure safe working practices and compliance with statutory regulations in conjunction with implementing approved safety and mandatory training programmes. You will oversee Method Statements, Safety Plans, Construction Site Documentation, and Risk Assessments as required. You will ensure correct Health and Safety practice is adhered to on site at all times and report breaches to management promptly.

Ensure that all Cadw plant and tools and leased vehicles are serviced, repaired and maintained as required, and ensure timely delivery and supply of scaffolding, plant and materials necessary for the progress of all works undertaken by Cadwraeth for continuity and to ensure that productivity is maximised.

Undertake regular audits of Facilities Management Services and performance at monuments and sites, to ensure risks to visitor and staff safety, and site presentation standards are achieved and maintained. You will adhere to cyclical maintenance regimes (including. grounds maintenance, site and premises cleaning, litter, tree safety, mechanical and electrical servicing, statutory testing of plant and equipment, etc.) and take action as required. You will report instances of performance gaps, damage, compliance risk or deterioration and implement corrective, remedial, reactive and emergency works where necessary. You will manage the delegated Facilities Management services delivery regionally, in line with specification and budget and attend regular Facilities Management Contract Meetings as the regional representative.

Carry out periodical site inspections to assess site and fabric condition, maintenance standards, visitor safety risks, damage, deterioration or decay.  You will prioritise inspection findings and remedial works regionally in line with risk, significance and resources, via external contractors or Cadwraeth, and coordinate external and internal specialist advice where required e.g. Ecology Reports, Cadw Inspectorate etc. to ensure remedial options are compliant and will follow conservation best practice.

From inspections and other reports, you will generate & develop ongoing work programmes including identification of larger capital project potential, for future annual conservation programmes. This will require an intermediate level of IT experience including the use of personal computers, tablet, camera and smartphone, and the ability to communicate effectively to a wide range of audiences, internally and externally to compile site and contract documentation, risk assessments, reports, and prepare specifications, digital media etc.

Carry out work to appoint and direct consultants, contractors and suppliers, ensuring that appropriate processes are followed and relevant paperwork is in order, including creation of Purchase Orders, payment authorisation etc.

Prepare work schedules, specifications and contract documentation for individual contract works (e.g. for one off specific repair, maintenance, small development, replacements, improvements and adaptations) and assist in renewal of national contracts (e.g. facilities management, vehicle fleet, Personal Protective Equipment etc.), consultancy and supplier frameworks, etc. and appoint and supervise regionally. You will procure timely materials, plant, equipment and services identified in Cadwraeth Conservation Programmes, and procure and appoint contractors, suppliers and consultants, ensuring strict adherence to Welsh Government procurement rules, budget control and best practice.

Contribute to the promotion of public understanding of Cadw’s work by showcasing our  work to visitors, attending and representing Cadw at external  events, work demonstrations, media opportunities etc.

Be able to operate IT equipment with a basic level of skill and understanding.

In addition to the duties and responsibilities listed, you may be required to perform other duties assigned by management applicable to the Grade.

Job Specific Criteria

  1. An appropriate professional or craft trade qualification and the ability to demonstrate ability for staff management as a result of proven experience and practice, preferably with a recognised heritage body.
  2. An understanding of historic environment, building conservation, traditional materials and methods of construction, specialist conservation techniques, and best practice in the maintenance, conservation, repair and management of historic buildings, along with a working knowledge of the regulations affecting construction work, health & safety,  operational maintenance, construction management and statutory compliance.
  3. Experience in specifying, planning & managing multiple small works projects and managing staff, programmes, and allocated budgets. Ability to multi task, and identify and assess situations where increased risk may arise, and take appropriate corrective action promptly where priorities may change.
