Purpose of Post:

Cadw is an internal agency of the Welsh Government and combines regulatory, advisory and grant-making functions in the wider historic environment with the conservation, maintenance and presentation of a national collection of historic monuments, including two World Heritage Sites.

This is a senior post in Cadw providing advice and guidance on health,  safety & well-being matters across all of Cadw’s sites (currently 130), which encompass lone working arrangements, commercial activities, events, construction/maintenance and the office environment. The postholder will take the lead in ensuring that Cadw offers a safe environment for both visitors and staff alike across all its operations and will work closely with teams of heritage professionals and other specialist staff to implement appropriate systems and procedures to support this aim. 

The postholder will be responsible for developing and implementing processes and procedures that ensure Cadw’s statutory obligations for health and safety are met. They will take the lead role in identifying the risks and issues inherent to our work and drive continuous improvement activities across the organisation to promote a positive health, safety and well-being culture. The postholder will provide professional advice to colleagues and senior managers to ensure that operations across all sites and branches are managed safely in line with Welsh Government and legislative requirements, identifying where existing or standard procedures need to be modified or new policies and procedures specific to Cadw’s business needs are required.

The postholder will lead a review of existing policies and practices and put in place new systems and frameworks required to ensure compliance. They will identify roles and responsibilities across the organisation,  make colleagues aware of their responsibilities and support them to carry out their duties effectively, through training courses, programmes, communications,  mentoring and other appropriate means.

The postholder will drive continuous improvements to health & safety management activities and working practices through proactive audits, working with colleagues to identify risks and take appropriate action.  

The postholder must hold a current driving licence.

Key tasks:

  • Develop, maintain and lead on Cadw’s health and safety risk management processes ensuring that the approach taken encompasses the environment, management systems, the organisation and its people (including staff and the large number of visitors to Cadw sites).
  • Review current practices and procedures against legislative requirements and best practice and implement systems and processes to make identified improvements.
  • Identify gaps within current policies/practices/procedures, developing and implementing appropriate systems to address identified risks. 
  • Set up systems and procedures for ensuring that Cadw is operating effectively in line with WG procedures and legislative requirements.  
  • Undertake, review and analyse existing risk assessment arrangements to ensure continued implementation and effectiveness of mitigating actions, making changes where appropriate in consultation with responsible staff. 
  • Develop and maintain a central log of all health & safety policy, guidance and procedural documentation. 
  • Maintain a log of trends / issues and undertake regular analysis to identify preventative and improvement actions. 
  • Create and implement relevant measurements to demonstrate health and safety performance and produce regular reports for Cadw’s Health and Safety Committee, Senior Management Team, the new Cadw Operating Board and Welsh Government to highlight key issues, trends and demonstrate compliance or otherwise. 
  • Provide professional advice and guidance to colleagues on all matters relating to health and safety, in particular, supporting colleagues with specialist advice in respect of new activities e.g. one-off site events, supporting the risk assessment process and ensuring that all steps are taken to minimise risks. 
  • Lead by example and demonstrate professional health & safety technical competence, keeping up to date with best practice through continuous professional development. 
  • Develop and enhance a positive health and safety culture to achieve and maintain a safe environment for staff and visitors. 
  • Build a network of colleagues across Welsh Government and beyond and liaise effectively with them to enable Cadw to be effective in meeting health and safety obligations. 
  • Undertake annual reviews of lone-working arrangements to ensure risks are identified and mitigated, working closely with line managers to ensure compliance. 
  • Develop audit schedules and toolkits, and undertake regular audits to determine compliance levels, policy and procedural inefficiencies, whilst supporting the efficient development of remedial action plans to improve performance. 
  • Work with colleagues to review, update and draft health, safety and well-being policies, implement standard operating procedures and guidance for staff. 
  • Undertake regular communication activity to raise awareness of the importance of health and safety, to update colleagues on new requirements and information and re-inforce safety messages, responding appropriately to issues / concerns raised and supporting continuous development and learning. 
  • Investigate accidents and incidents identifying trends and solutions and work with colleagues to put in place improvement actions. 
  • Identify bespoke health and safety training requirements and sourcing appropriate providers in line with WG procurement procedures.

  3. Evidence of ability to quickly grasp key issues and risks and develop suitable solutions.
