Purpose of Post:

Cadw is an internal agency of the Welsh Government and combines regulatory, advisory and grant-making functions in the wider historic environment with the conservation, maintenance and presentation of a national collection of historic monuments, including two World Heritage Sites.

Reporting to the Cadw Deputy Director, the postholder will lead the protection and conservation of the historic environment in Wales and undertake action to foster a high performing, end-user focused division of the Welsh Government.

The postholder will be part of Cadw’s senior management team and will have leadership and managerial responsibility for staff working in four key business groups – the ancient monuments inspectorate, the conservation and regeneration team, the protection and policy implementation team and the knowledge and information management team. The postholder will have a significant leadership role within Cadw and the wider heritage sector in Wales. 

As part of Cadw’s senior management team, the postholder will play a key role in prioritising work for the whole division and the bodies it funds and in supporting the development and implementation of policy for the whole historic environment sector

Key tasks:

  • To play a strategic leadership role across Cadw, contributing to the senior management team (SMT), representing the division and deputising for the Deputy Director as appropriate within the Welsh Government and wider fora and networks. 
  • To direct and manage the Historic Environment Branch, including maximising performance and business standards to deliver divisional targets and compliance with Welsh      Government requirements. 
  • Setting strategic direction for the branch, leading the development of branch business planning and reporting on progress against its implementation to both Cadw SMT and the Cadw Internal Board. 
  • Responsibility for the monitoring and expenditure of Historic Environment branch budgets – including revenue (currently c £2 million per annum) and capital (currently c £1 million per annum). 
  • To lead the development and implementation of agreed architectural and technical sectoral standards and principles for the conservation of the historic environment of Wales. This includes the consent processes for Listed Buildings and Scheduled Monuments. 
  • To oversee and lead the protection of historic assets of national significance, including setting priority and strategic direction for designation programmes and their      implementation. 
  • To lead the work of the Branch in its role in the conservation and presentation of Cadw’s historic properties in care, working with the Head of Properties in Care Branch and the Head of Public Engagement and Visitor Services Branch. This will include ensuring compliance with statutory requirements and Cadw’s published Conservation Principles. 
  • To play a leading role in developing and fostering strategic partnerships and networks to promote conservation, protection and understanding of the historic environment.  
  • To lead the provision of advice on the conservation and presentation of historic assets to local authorities and a range of organisations in Wales, including networks and forums upon which Cadw is represented. 
  • To lead the strategic development and implementation of capital and revenue grant programmes, supporting those who own, manage or conserve designated historic assets across Wales. 
  • Setting standards and overseeing the implementation of programmes of work undertaken by project contractors, the Welsh Archaeological Trusts and other third sector bodies      in receipt of revenue Grant funding from Cadw, and supporting the monitoring of the work programme of the Royal Commission on the Ancient and Historical Monuments of Wales. 
  • To play a leading role in the recording, documentation and      management of knowledge and information relating to the historic environment of Wales. 
  • To provide advice to the Welsh Ministers, Welsh Government departments and senior Cadw colleagues on matters relating to historic environment conservation and protection. 
  • To maintain and develop professional links and networks with relevant professions in Wales and further afield.
