Purpose of Post:

Cadw is the Welsh Government’s historic environment service - working for an accessible and well-protected historic environment for Wales.

Cadw plays a strategic role in sustaining the historic environment across Wales and enabling people to enjoy and have access to the properties in our care, including some of Wales’ most important heritage sites. We welcome 1.4 million visitors to our sites per year as well as carrying out conservation, repair and maintenance works, in addition to providing advice and guidance to owners of other historic properties across Wales, including listed buildings and scheduled ancient monuments.  

This post sits within the Finance and Central Services Branch within Cadw and reports to the Health, Safety and Well-being Manager (HSW Manger). The role contributes to the effective management of health, safety & well-being matters across all of Cadw’s historic sites (currently 130), which encompasses lone working arrangements, commercial activities, events, construction/maintenance, and the office environment. The post-holder will work to ensure that Cadw offers a safe environment for both visitors and staff alike across all its operations and will work closely with teams of heritage professionals and other specialist staff to implement, operate and update systems and procedures to support this aim. 

The postholder will be responsible for monitoring operational processes and procedures to ensure Cadw’s statutory obligations for health and safety are met. He/she will advise and guide colleagues with the management of risk and suitable controls in order to support continuous improvement across the organisation promoting a positive health, safety and well-being culture. 

The postholder will update and maintain existing safety management systems and contribute to the development of safety policy and procedures required to ensure compliance. They will enable colleagues with responsibilities across the organisation to carry out their duties effectively by organising relevant training and providing appropriate advice, in conjunction with the Health, Safety and Wellbeing Manager.  

The postholder will support continuous improvements to health & safety management through a process of proactive and reactive inspections and audits, thereby ensuring Cadw complies with the Health and Safety at Work Act 1974 and supporting relevant legislation.

Key tasks:

Carry out inspections and audits across the Cadw estate (Pan Wales) in line with Cadw’s Annual Health and Safety Delivery Plan.
 
Undertake statistical data analysis, utilising programmes such as Microsoft PowerBi, Excel and Data Map Wales, in relation to accidents, near misses and other health and safety matters

Work the HSW manager on the development and upkeep of the safety management system, including the creation / review of guidance, templates and toolkits.
 
Provide guidance and advice to staff across Cadw on the preparation of risk assessments and risk reduction strategies. 

Proactively encourage engagement and participation within safety, encouraging and supporting where needed across the estate.

Manage the accident database, investigating at site and reporting both to the HSW Manager and the Health and Safety Executive as and when applicable under the RIDDOR regulations 2013.

Provide advice to Cadw colleagues in emergency situations, working with the HSW Manager.
 
Provide advice and guidance on contingency planning where appropriate.

Develop and deliver on-site training across a number of safety subjects.
 
Attend Cadw’s Operational Team Meetings as and when appropriate.

Provide secretariat to Cadw’s Risk Management Group and Cadw’s Health and Safety Committee. 

Attend the ETC Safety Committee meeting in the absence of the HSW Manager. 
 
Support the HSW Manager with the facilitation and delivery of internal auditing through-out wider Welsh Government. Assist with Cadw’s ISO45001 external audit and action plan.
 
Lead on action log sessions, assisting with risk reduction across Cadw i.e. actions resulting from fire risk assessments, audits and bespoke site risk assessments. 

Deputise for Cadw’s HSW Manager when on leave, including the provision of advice on all health and safety matters to Cadw staff.
 
Ensure that all Cadw employees comply with the requirement of a duty of care to take reasonable care for the health and safety of both themselves and others whilst at work and of other persons who may be affected by their acts or omissions (by what they do or do not do); to co-operate with others so as to enable the duty imposed on them to be performed or complied with; not to interfere with, or misuse, anything provided for their health, safety or welfare.

Job Specific Criteria

  1. NEBOSH Diploma qualification,  membership of relevant professional body (e.g. IOSH, ROSPA, IIRSM).
  2. The ability to influence and manage the process of change by persuading and influencing individuals and teams to adopt new work practices, ideas and corporate initiatives.
  3. Excellent analytical skills as evidenced by the ability to solve problems logically and make appropriate decisions and recommendations to management.
