Purpose of Post:

The WRA is a new non-Ministerial Government Department which, from April 2018, will have powers to collect and manage two new Welsh taxes, Land Transaction Tax (LTT) and Landfill Disposals Tax (LDT).  The WRA will have legal responsibility for ensuring that devolved Welsh taxes are collected efficiently and effectively with receipts being paid into the Consolidated Fund to pay for public services in Wales.

The WRA is an exciting new organisation.  Not only is it the first Welsh Government Non-Ministerial Department, but it will be collecting and managing the first Welsh taxes in 800 years, and it is cloud-based. 

The WRA has a unique technical environment with minimal physical infrastructure with most business application services provided as Software as a Service and Platform as a Service in Microsoft Azure Cloud. 

The post holder will report directly to the Head of Digital, and will have a key role in the Digital Services and Technology branch, the impact of which stretches across the whole organisation.  They will be responsible for the management of WRA’s current and future corporate ICT systems and service desk. 

Key tasks:

  • Proactive involvement in new technologies/developments within WRA IT and facilitate knowledge transfer within teams.
  • Leadership and management of the WRA ICT service desk, including 1st and 2nd line support for WRA users and co-ordination of application support with 3rd party suppliers
  • To provide a coordinating role across WRA on all ICT corporate related services.
  • Managing the WRA device build process, creating and installing software configurations, and the management and support of desktop builds.
  • Supporting the Analytical Team’s ICT and Data Manager to develop the organisation’s data management and analysis capabilities and specialist software offerings
  • Managing WRA device security and software updates.
  • Administration of the WRA Azure subscription, day to day monitoring of corporate systems, administration of users and devices.
  • Lead on the management of WRA technical environments.
  • Work with the Digital Services Manager to develop the WRA ICT strategy
  • Providing technical advice and support to WRA staff using systems and applications
  • Develop, implement and improve WRA ICT systems, policies and procedures, risk management and testing of WRA ICT business continuity and disaster recovery plans
  • Evaluate and train users in areas of IT including running workshops and drop in sessions for staff
  • Ensuring the integrity and security of WRA IT systems and applications by actively managing and evaluating current solutions

Development opportunities:

This post involves working in a demanding, but rewarding role. Successful candidates will become immersed in frontline delivery of IT solutions within a fast moving and agile environment.

Post holders will have involvement in development and support of solutions in WRA ICT and will be exposed to a wide range of technical and business facing colleagues, with expectation to meet demanding objectives and challenging milestone delivery.

Our successful candidate will either be qualified at ITIL Foundation level or above, or be willing to work towards this qualification.

During the implementation stages of the Welsh Revenue Authority (WRA) the Welsh Government is recruiting to a number of posts on behalf of this new non ministerial department.
Whilst the Terms and Conditions of the Welsh Revenue Authority are still being confirmed, it is anticipated that they will follow those of the Welsh Government.
