Purpose of Post:

Changes in the GP medical indemnity market and the proposed introduction of a state-backed GP medical indemnity scheme in England require the development of a sustainable GP indemnity model for Wales. This novel and complex area of Primary Care policy directly impacts upon the GP workforce in wales, and requires substantial professional financial advice.

The role will be reporting to the Head of Financial Control and Governance – HSS and will be responsible for the delivery of the finance work-stream within the GP Professional Indemnity project leading on the financial aspects of policy development, legislation, commercial considerations, budgetary implications and implementation for GP Professional Indemnity arrangements in Wales.

The Financial Control and Governance team within the HSS Finance team provide professional technical, budgetary, financial governance and compliance advice to both the HSS Group and the NHS in Wales. The team also leads on the financial management and authorisation aspects of the Welsh Risk Pool and secondary care medical negligence claims.

Key tasks:

- Delivery of the finance work-stream objectives within the GP Professional Indemnity project. The delivery of these tasks will require the development of productive working relationships and regular engagement with UK Government Investment, DHSC Policy, DHSC Finance, Devolved Administration and Government Actuarial Department colleagues as well as with professional external advisers and Welsh Risk Pool colleagues.

Tasks include:

- Scoping of financial due diligence requirements for external advisers to deliver an independent review.

- Review and assessment of due diligence reports prepared by external advisers to inform and prepare financial option appraisal and impact assessments

- Provide financial costing and benefits advice on policy options including modelling of future costs and sensitivity analysis

- Provide advice on budgetary and technical accounting implications including close liaison with Strategic Budgeting Unit and Budgetary Control teams

- Analysis of operating cost models for scheme options to inform option appraisal

- Preparation of financial advice for any associated legislation processes

- Provision of financial advice on commercial considerations as required

- Develop and maintain close links with the Primary Care policy and financial leads to ensure they are kept appraised of the financial aspects of the GP Professional Indemnity Project and potential interactions and interdependencies are identified and managed.

- Deputise for the Head of Financial Control & Governance in respect of GP Professional Indemnity matters as required.

Development opportunities:

The post offers the opportunity to have involvement in a full range of financial advice including legislation, novel and complex policy development, financial due diligence and commercial finance matters. Implementation of a sustainable GP Professional Indemnity model for Wales has a high profile with the Cabinet Secretary Health and Social Services, due to the impact of GP Professional Indemnity arrangements on the GP workforce.

The post holder will be expected to meet the CPD requirements of their professional body, and will be encouraged to participate in Welsh Government finance staff development programmes.

Job Specific Criteria

1. Experience of undertaking robust financial analysis and provision of advice for policy option appraisal, underpinned by an understanding of Welsh Government financing and budgeting - for example using Five Case Model or HMT Green Book

2. The post holder must be fully qualified member of a CCAB body or CIMA and experience of financial due diligence.

3. Ability to interpret, tailor and present complex analytical information to a wide range of audiences
