Purpose of Post:

Following the successful award of Heritage Lottery Fund (HLF) development year funding, Cadw is seeking to employ an archaeologist with experience of project management and working with communities. The post holder will be responsible for the development of a programme of activities to be delivered through a three year community archaeology project. Using their excellent problem-solving, organisational and communication skills the post holder will be responsible for the day to day management of the development project leading up to the submission of the HLF Stage 2 funding bid application and the project’s closure. Working with a wide range of internal and external partners and stakeholders, the successful applicant will be responsible for a discrete area of work under the direction of a Senior Inspector of Ancient Monuments and Archaeology within the Historic Environment Branch, who will act as project lead.

 

Key tasks:

A key role of the Development Project Manager will be to prepare detailed proposals for the Cadw-led community archaeology HLF project and to oversee the development of the proposals being developed by partners. The Project Manager is responsible for:

  • Preparing, presenting and obtaining approval for the reports and plans presented to the Development Steering Group
  • Chairing the Development Working Group, liaising with partners and managing engagement with stakeholders
  • Preparing the programme of activities, budget and details necessary to finalise the draft Stage 2 HLF funding bid application for Development Steering Group approval and submission to HLF
  • Monitoring and controlling progress within agreed tolerance levels and preparing exception plans if tolerance levels are threatened
  • Managing project risks and where appropriate generating contingency plans
  • Negotiating the delivery of work with the Development Working Group
  • Liaising with governance colleagues in Welsh Government (WG)
  • Enforcing quality and change control procedures

In addition, the HLF expects specific tasks to be undertaken during the Development Phase in order to support the Stage 2 funding bid application:

  •  To oversee the successful development of Cadw and partners’ three year delivery phase programme of activities and detailed activity plans
  • To undertake preliminary audience identification, develop partnership agreements and create the project brief for the proposed youth panels
  • To prepare the heritage appraisal and audience consultation
  • To oversee the development of Cadw and partners’ audience and stakeholder relationships in order to put the project in place (co-mentors, youth panel candidates, additional support from co-mentor organisation)
  • To act as a co-mentor for the Cadw Youth Panel
  • To prepare the delivery phase timetable, costs and cash flow plan
  • To collect baseline data for evaluation including up-to-date figures for the numbers of young people project partners currently engage with and map their constituencies
  • To undertake an impact assessment using the Results Based Accountability method
  • To put together a benefits realisation plan to ensure and safeguard the project’s legacies
  • To liaise with WG, Cadw, partner and HLF marketing teams and draw up marketing and communications strategy and action plan to ensure project and outputs are marketed and acknowledged correctly
  • To report to HLF on the development phase grant including hours spent on the project by all involved, progress reports and expenditure reports
