Purpose of Post:

Background: 

The Welsh Government is the devolved government for Wales with an annual budget of around £15 billion. It is responsible for key aspects of public life in Wales including health, education, the economy, transport, agriculture and the environment. 

Welsh Ministers are supported by a workforce of more than 5,000 civil servants with offices in Wales, London, Brussels and overseas. 

Welsh Government priorities are outlined in Taking Wales Forward with an overall ambition to build a Wales which is self-confident, prosperous, healthy nation and a society which is fair to all. The Welsh Government has also set out clear priorities for Wales following the UK’s exit from the European Union.

Digital transformation of public services is vital to delivering the services the people of Wales expect and need. Welsh Government currently delivers a number of digital services to people and business across Wales. 

Team: 

CIW is the independent regulator of social care and childcare. As part of Welsh Government, CIW registers, inspects and takes action to improve the quality and safety of services for the well-being of the people of Wales. 

CIW has undergone a significant change programme and moved to the provision of digital services. 

An ICT Project has led on the development and delivery of a Microsoft CRM Dynamics system to underpin CIW’s core business processes; information management and reporting. The project is continuing to develop new requirements in CRM 2011 in FY 2018-19; will migrate services to CRM 2016 in April 2019 and will handover to a ‘Service Team’ from September to December 2019. 

Role: 

This post is required to work initally with the digital project team; suport the handover to business as usual and lead on CRM issues in the ‘Service Team’. There the post holder will provide technical support to the Service Manager, whose team will be providing first and second line support to internal and external customers. Where there are issues with or proposed improvements to the CRM or to the connected Online services, requiring second line support, the post holder will undertake required development of the CRM system. The post holder will also make recommendations for and, as agreed, undertake continuous improvement to the CRM and undertake small scale development as directed by the Service Manager.

Key tasks:

  • Working with the Service Manager, techncial project manager, business analyst and other specialist staff to work on the creation of the specification and design of CRM system to meet defined business needs.
  • Translate business problems into technical designs; visualise the ideal user service and explore different approaches to develop solutions to user requirements.
  • Apply expert technical knowledge and experience to review specifications, and when necessary, collaborate with others such as project team/ Service Manager and Service Team, to design, create, test and document complex solutions.

Communicate well, providing a bridge between business and technical understanding of optimum system delivery

  • Engage in meaningful interactions and relationships with users.
  • Explore different approaches to solving problems.
  • Apply technical knowledge and experience to create or design workable prototypes, both programs and physical outputs.


Work within required governance and standards

  • Use agreed security standards and specifications to design, create, test and document new or amended software.
  • Use of modern/industry standards for programming tools and techniques throughout the development and testing lifecycle. Coach and guide others to improve their understanding and knowledge of the standards and maintain technical responsibility for all stages and iterations of a software development project.

 

Deliver required system maintenance and improvements

  • Evaluate technology and emerging trends which can help to alleviate dependencies and streamline the effectiveness of CIW CRM services for its users.
  • Subject to business confirmation of requirements, develop and deliver required system changes.
  • Identify, locate and competently fix complex or service affecting faults.


Keep skills up to date.

  • Managing own professional development and seeking appropriate opportunities in discussion with the Service Manager/Digital Project Development Manager.

Competencies / Job Specific Criteria

  • Significant experience of working with CRM database applications using Microsoft Dynamics CRM 2016 or Dynamics 365.
  • Experience and competence in developing enterprise scale CRM applications
  • Experience and competence in developing enterprise scale .NET C# applications with demonstrable track record of successful delivery of complex applications through the development full life cycle
  • Demonstrable experience of relevant design methodologies, techniques and technologies.
  • Ability to apply technical knowledge and experience to create or design workable prototypes both programs and physical outputs. 
  • Ability to analyse, identify, prioritise and make recommendations on implementation, improvements and efficiencies, including standards and processes 
  • In-depth knowledge and experience to design and develop complex software solution in an agile way to adapt to changes in business requirements, timescales and user needs.
  • Demonstrable experience of delivering a user centred design approach
